Excellencies（閣下がた）, dear friends, 

Thank you for the invitation – and for the moving performance. 

閣下がた、親愛なる友人の皆様、

ご招待、そして感動的なパフォーマンスに感謝しています。

※閣下がた とありますが、主催者の女性たちに言っているようです。

We gather today not just to celebrate the International Women’s Day, but to move forward – resilient, united, and unwavering in our pursuit of “equality, development and peace for all women everywhere in the interest of humanity.”

私たちが今日集まったのは、国際女性デーを祝うためだけではなく、前進するためです。

人類の利益のために、あらゆる場所のすべての女性に平等、発展、平和を追求するために、粘り強く、団結し、揺るぎなく前進するために。 

Those are the first words of the Beijing Declaration – and this year marks the 30th anniversary of that landmark conference and its reaffirmation that women’s rights are human rights. 

これは北京宣言の最初の言葉です。

今年は、この画期的な（伝説的な）会議と、女性の権利は人権であると再確認された会議の 30 周年にあたります。

Since then, women have broken barriers, shattered ceilings, and reshaped societies. 

それ以来、女性たちは障壁を打ち破り、天井を打ち破り、社会を作り変えてきました。

More girls are in school. 

More women hold positions of power. 

学校に通う少女が増えました。

権力の座に就く女性が増えました。

And digital activism has ignited global movements for justice. 

そして、デジタル活動が正義を求める世界的な運動に火をつけました。

Yet, these hard-fought gains remain fragile – and far from enough. 

Age-old horrors – violence, discrimination and economic inequality – still plague our societies. 

しかし、こうした苦労して勝ち取った成果は脆弱で、十分とは言えません。

昔から続く恐怖、暴力、差別、経済的不平等は、今も私たちの社会を悩ませています。

Every ten minutes, a woman is killed by her partner or a family member. 

10分ごとに、女性が パートナーや家族に殺されています。

612 million girls and women live under the shadow of armed conflicts – where their rights are too often considered expendable. 

6億1,200万人の女児と女性が武力紛争の影の下で暮らしています。

そこでは、彼女たちの権利があまりにも簡単に犠牲にされるべきものと見なされています。

Less than two-thirds of women worldwide participate in the labour market – and those who do earn far less than men. 

世界中で労働市場に参加出来ている女性は3分の2未満で、

参加している女性の収入は男性よりも はるかに少ないです。

At this pace, eradicating extreme poverty for girls and women would take 130 years. 

このペースでいくと、

女児と女性の極度の貧困を根絶するには130年かかります。

And as we see in every corner of the world, from pushback to rollback, women’s rights are under attack. 

世界中のあらゆる場所で、抵抗運動から、（反対に簡単に）後退してしまう事まで、

女性の権利が攻撃されているのを目にしています。

Centuries of discrimination are being exacerbated by new threats. 

何世紀にもわたる差別は、新たな脅威によってさらに悪化しています。

Digital tools, while brimming with promise, are also often silencing women’s voices, amplifying bias, and fuelling harassment. 

デジタルツールは、多くの可能性に満ちていますが、

同時に女性の声を封じ、偏見を増幅させ、嫌がらせを助長しています。

Women’s bodies have become political battlegrounds. 

女性の身体は政治的な戦場・道具になっています。

And online violence is escalating into real-life violence. 

そして、オンライン上の暴力は現実の暴力へとエスカレートしています。

Instead of mainstreaming equal rights, we are witnessing the mainstreaming of chauvinism and misogyny. 

私たちは、平等な権利を主流化する代わりに、愛国主義と女性蔑視が主流化しているのを目撃しています。

We cannot stand by as progress is reversed. 

私たちは、進歩が逆戻りするのを傍観することはできません。

We must fight back. 

我々は反撃しなければなりません！

Last September, Member States adopted the Pact for the Future. 

昨年 9 月、国連加盟国は未来のために 協定を採択しました。

The Pact reminds us that equality is the engine of progress for all people – and that Agenda 2030 can only be realized when all girls and women enjoy their full rights. 

この協定は、平等がすべての人々の進歩の原動力であり、

すべての女児と女性が 完全な権利を 享受して初めて

ア​​ジェンダ 2030 が実現可能です。

It calls for greater investment in the SDGs, expanded debt relief, and stronger support from Multilateral Development Banks so that governments can invest in what their people need —  education, training, job creation and social protections that can help drive equality for all. 

この協定は、SDG への投資拡大、債務救済の拡大、

多国間開発銀行からの支援強化を求めており、政府は国民が必要とするもの、

つまりすべての人々の平等を推進するのに役立つ教育、

訓練、雇用創出、社会的保護に投資することができます。

And the Global Digital Compact calls for closing the gender digital divide, pushing back against online abuse, and ensuring girls and women everywhere can access the benefits from the opportunities of a rapidly evolving global economy. 

また、グローバル デジタル コンパクトは、

ジェンダー デジタル ディバイドの解消、オンライン虐待への反対、

世界中の女児と女性が急速に進化する 世界経済の機会から

恩恵を受けられるようにすることを求めています。

Meanwhile, we are also working to end the scourge of violence against girls and women. 

一方で、私たちは女児と女性に対する 暴力の惨禍を終わらせるためにも取り組んでいます。

Through the Spotlight Initiative, the UN and the EU have shown that comprehensive approaches to eliminating gender-based violence can work.

スポットライト イニシアティブを通じて、国連と EU は、ジェンダーに基づく暴力を根絶するための包括的なアプローチが機能することを示しました。

※「スポットライトの下で：すべての女性と女児に対する暴力に終止符を」と題した会合がありました。本会合は、第62回国連女性の地位委員会（CSW）におけるサイドイベントとして、2018年3月12日に行われたもの

EUは５億ユーロ（802億円）出しています。

国際協力開発担当欧州委員ネヴァン・ミミッツァは どもり があります。

女性の問題に男性が関わることは、ある程度の国では当たり前のことですが、

障常と闘っている人を起用することが人類のために必須です。

We have helped keep one million more girls in school. 

私たちは、さらに 100 万人の女児が学校に通えるように支援してきました。

We have helped prevent 21 million girls and women from experiencing gender-based violence. 

私たちは、2,100万人の女児と女性がジェンダーに基づく暴力に遭うことを防ぐのに貢献してきました。

And across 13 Spotlight Initiative countries, the conviction rate for gender-based violence has doubled. 

また、スポットライト・イニシアチブ対象国13カ国では、ジェンダーに基づく暴力の有罪判決率が2倍になりました。

These achievements prove that when we unite behind ambitious strategies, we can deliver real change. 

これらの成果は、戦略のもとで団結し大きく行動すれば、真の変化をもたらすことができるということを証明しています。

But our work is far from over. 

しかし、私たちの仕事は まだまだ終わりません。

We must never accept a world where girls and women live in fear, where their safety is a privilege rather than a non-negotiable right. 

私たちは決して受け入れてはなりません。

女児と女性の人権を 交渉可能な権利ではなく

「（女性で生まれたのだから仕方がない）特権である」という恐怖

を生きる他ないとする世界を。

（女人禁制 等をルールとする世界を当たり前のことなどとすることなど）決して受け入れてはいけないのです。

Excellencies and friends, 

Leadership on this International Women’s Day belongs to us all. 

閣下がた、そして友人の皆さん、

この国際女性デーにおけるリーダーシップは、

（クィアも 男性も含めて）私たち全員のものです。

At the United Nations, we have achieved and maintained gender parity among senior leadership and Resident Coordinators at world level since 2020. 

国連では、2020年以来 上級指導者と常駐調整官の間で

ジェンダー平等を達成し、維持してきました。

And for the first time in our organization’s history, we have also reached parity in the international professional categories. 

そして、私たちの組織の歴史上初めて、

国際的な専門職分野でもジェンダー平等を達成しました。

This proves once again that systemic change is possible – with concerted and determined action. 

これは、協調的で断固とした行動があれば、体系的な変化が可能であることを改めて証明しています。

Today, as part of the UN System-wide Gender Equality Acceleration Plan, I am proud to announce our commitment to the Gender Equality Clarion Call:

本日、国連システム全体のジェンダー平等推進計画として、ジェンダー平等クラリオンコールのコミットメントを発表します。

A bold, urgent pledge to defend and advance the rights of all women and girls.

これは、すべての女性と女児の権利を擁護し推進するという大胆かつ緊急の誓約です。

The Clarion Call sets out four priorities:

クラリオンコールは、4 つの優先事項を定めています。

Unified leadership – all UN leaders must champion and defend women’s rights in every decision and in every forum;

統一したリーダーシップ – すべての国連リーダーは、あらゆる決定とあらゆるフォーラムで女性の権利を擁護する必要があります。

Action against pushbacks – We must actively confront backlash, prevent rollbacks, and create spaces where women’s rights can thrive;

反発に対する行動 – 私たちは積極的に反発に立ち向かい、後退を防ぎ、女性の権利が繁栄できる場を作らなければなりません。

Coordinated impact – working across sectors and all levels to dismantle systemic inequalities; and

協調的な影響 – 部門やレベルを超えて取り組み、制度的不平等を解消します。

Protecting women human rights defenders – we will defend and amplify the voices of women on the frontlines, standing firm against those who seek to silence them.

女性人権擁護者の保護 – 私たちは、最前線で女性の声を擁護し、増幅し、女性を沈黙させようとする人々に断固として立ち向かいます。

This Clarion Call and the Gender Equality Acceleration Plan must drive real political change in all that we do.

このクラリオンコールとジェンダー平等推進計画は、私たちが行うすべてのことにおいて、真の政治的変化を推進しなければなりません。

And we are leading by example – and we call on governments, organizations and businesses to do the same.

そして私たちは模範を示し、政府、組織、企業にも同様の行動をとるよう呼びかけています。

Dear friends, 

The fight for gender equality is not just about fairness. 

親愛なる友人の皆さん、

ジェンダー平等のための戦いは、公平さだけの問題ではありません。

It is about power – who gets a seat at the table, and who is locked out. 

それは権力の問題です。誰がテーブルに着き、誰が締め出されるかです。

It is about dismantling systems that allow inequalities to fester. 

それは不平等を助長するシステムを解体することです。

And it is about ensuring a better world for all. 

そして、すべての人にとってより良い世界を確保することです。

When women participate in negotiations, peace lasts longer. 

女性が交渉に参加すれば、平和はより長く続きます。

When girls can go to school, entire generations lift out of poverty. 

少女たちが学校に通えるようになれば、世代全体が貧困から抜け出せます。

When women enjoy equal job opportunities, economies grow stronger. 

女性が平等な雇用機会を享受すれば、経済はより強くなります。

And with parity in political leadership, decisions are fairer, policies are sharper, and societies are more just. 

そして、政治的リーダーシップが平等になれば、決定はより公平になり、政策はより鋭敏になり、社会はより公正になります。

Simply put: when girls and women rise, everyone thrives. 

簡単に言えば、女児と女性が立ち上がれば、誰もが繁栄します。

So, on this International Women’s Day, let us be guided by the voices of girls and women around the world – and always choose action over apathy. 

ですから、この国際女性デーに、世界中の女児と女性たちの声に導かれ、無関心ではなく常に行動を選択しましょう。

Let us realize the vision of the Beijing Declaration.

北京宣言のビジョンを実現しましょう。

Accelerate action. 

行動を加速しましょう。

And march forward —for every girl, for every woman, for everyone, everywhere.
